PETITION TO REPEAL ATTORNEY FEE PROVISIONS PUBLIC LAW 109-461 DATE: March 13, 2007 - Last year, Congress enacted most of its provisions for veterans’ programs in a single bill that became Public Law 109-461.   Despite strong objections by the DAV, Senator Larry Craig used his position as then Chairman of the Senate Veterans’ Affairs Committee to insert provisions in this bill to remove the bar against attorneys charging veterans a fee for claims representation.   Legislators were reluctant to vote against this bill because it otherwise contained provisions beneficial to veterans.   The DAV is now leading an effort to have these provisions on attorneys fees repealed.   Attached is a petition for repeal.   We ask that you disseminate this petition to all of your chapters and encourage them to print the petition and have it signed by the maximum number of people possible.   Certainly, we want our DAV and Auxiliary members to sign the petition, but we also suggest that you have any willing adult members of your families and communities sign it.   Any number of members within a chapter can solicit signatures on copies of the petition, but all signature sheets should then be appended to a single copy of the petition before copies are made for the House member representing the congressional district in which the chapter is located and both Senators for your state.   A petition signed by hundreds of individuals will be difficult for our elected legislators to ignore. These petitions should be delivered to the local offices of your senators and House members no later than May 15, 2007.
